The space for subject specialists to directly debate on issues in an open and effective forum.This is what each of the Twelve Tables may look like. Each of the 12 Meritocracy Issue centres has a space where ideas are presented and discussed and put to public opinion in a structured format so that the decision making process is both optimised and transparent.

The Agenda is set by the people through a number of 'vehicles'. Each member of the Meritocracy is invited to have their say and comment on other memebrs speaking. It can be televised by having each member record their speaches and comments.
